History of the Institute
The scientific activity of the scientific team of the Institute was directed to the implementation of priority tasks facing Ukraine.
1980-1989
The team under the leadership of S.O. Dovgyi carried out research on hydro-aerodynamics, ecology and nuclear safety, monitoring of complex geosystems, development of geo-information technologies based on the implementation of modern methods of processing and presenting information at the Institute of Hydromechanics of the National Academy of Sciences of Ukraine. A number of scientific research and research and development works of national importance were carried out on the application of nonlinear mathematical methods in non-stationary and hydro-aerodynamic bionic systems. These developments were used in the construction of ships, airplanes and missiles.
1986 – 1993
Accident at the Chernobyl Nuclear Power Plant
The non-stationary nonlinear model of eddy currents developed by the team formed the basis of a comprehensive approach to the problem of studying the migration of radioactive contaminants in the atmosphere and hydrosphere.
1989 – 1992
At that time, environmental safety issues were a priority. For the implementation of the state program “Promterritory” a software and technical complex was developed to assess the man-made impact on the environment and on the development of industrial territories in the conditions of the city.
Stanislav Dovgiy created a team of like-minded people who are still developing his ideas and scientific schools. Today there are two Academicians of the National Academy of Sciences of Ukraine, four Corresponding Members of the National Academy of Sciences of Ukraine, more than 30 candidates and doctors of science.
Then came the stormy times of the young Ukrainian state and the scientific team under the leadership of S.O. Dovgyi with the participation of talented and active scientists solved the challenges that life posed to Ukraine.
1990 – 1994
Large-scale work was carried out on the creation of the ” Inform -Chernobyl” organizational and technical system , which united the databases of more than 80 organizations and became the basis for the Ministry of Chernobyl, the Ministry of Construction, the Ministry of Natural Resources, and the Ministry of Defense of Ukraine.
The general designer of the organizational and technical system ” Inform -Chernobyl” of the Ministry of Emergency Situations and Protection of the Population from the consequences of the Chernobyl disaster was S.O. Dovgyi. He created a creative team that included scientists and graduate students of the Institute of Hydromechanics of the National Academy of Sciences of Ukraine, the Institute of Cybernetics of the National Academy of Sciences of Ukraine, as well as graduate students and students of the Faculty of Cybernetics and the Faculty of Mechanics and Mathematics of Kyiv National University named after T. Shevchenko.
The Decision Support System was developed by the top management of the Ministry of Chernobyl. Geodata of all scientific institutions of Ukraine were integrated.
The first Geoinformation system in the history of Ukraine was developed. This system was implemented in the Inform -Chernobyl UTS, and for many years the leadership of the Ministry, based on its capabilities, made management decisions. There was constant monitoring of changes and the construction of pollution zones that affected the category of victims.
1991 – 1997
Participation in the project of the European Commission JSP-2 — “Creation of a pan-European decision-making support system in the event of an accident at nuclear facilities, taking into account the experience of eliminating the consequences of the Chernobyl disaster (20 project participating states).
1994 – 2001
In order to increase the scientific component of the work on liquidation of the consequences of the accident at the Chernobyl NPP, the Institute of Applied Problems and Technologies was established at the Academy of Technological Sciences, which was headed by S.O. Dovgyi.
1996 – 2001
The organizational and technological system “MNS -inform ” was developed. The customer is the Ministry of Emergency Situations and Protection of the Population from the Consequences of the Chernobyl NPP accident. The main developer of the system was the Institute of Applied Problems and Technologies. The system included 48 subsystems, including 13 – central level, 11 – subject-analytical and 24 – regional. The main element of the system was the Decision Support System using a GIS of our own development.
1997 – 2001
The next development was the Information and Analytical Support System of local bodies of state executive power. This project was commissioned by the National Informatization Agency.
The system of information and analytical support of local bodies of state executive power is a complex integrated regional multi-level hierarchically organized automated system, which is designed to support the effective management of the vital activities of the regions by all involved structures on the basis of modern information technologies using complexes of organizational-administrative and economic -mathematical methods. The main goal of creating SIAZ is to improve the efficiency of regional management of all spheres of life in the region, which in turn affects the quality of state management as a whole.
1997 – 2001
By decree of the President of Ukraine dated 10.06.97 No. 520/97, on the basis of the creative team of the Institute of Applied Problems and Technologies, the Ukrainian Institute for Environmental and Resource Research under the NSDC of Ukraine (UIDNSR) was created, headed by S.O. Dovgyi.
Issues related to environmental and nuclear safety, resource base and its potential became the main issues in the activity of this institute.
1999 – 2000
On the initiative of S.O.Dovgyi, in January 1999, the Ukrainian Institute for Environmental and Resource Research under the National Security and Defense Council of Ukraine and the Michigan Institute for Environmental Research (ERIM)) with grants from the United States Agency for International Development (USAID) established the Ukrainian Management Center Land and Resources, as a world-class scientific and technical center in the field of modern geoinformation technologies through the preparation and provision of geospatial information on a commercial basis to support the decision-making process and improve living conditions in Ukraine and the region.
At this time, works related to the development of theoretical foundations and methods of implementation of geoinformation systems are gaining special importance. On this base, a new scientific direction is actively developing – space geoscience based on the implementation of remote sensing of the Earth (DSS) methods and thematic computer interpretation of the obtained results to solve current natural resource mapping tasks.
Further scientific works are focused on the study of ecological problems of Ukraine, the study of the seabed of the Azov Black Sea basin and other aspects of marine geology. Wintering of Ukrainian scientists at the Antarctic station “Akademik Vernadskyi” is being organized; two scientific expeditions to the Black Sea were conducted in 2001 and 2002.
2000 – 2010
The collective dealt with the problems of digitization of Ukraine.
At that time, the Electronic Ukraine program was developed and for its implementation:
38,700 km of optical fiber communication networks were built;
multi-service DWDM/CWDM network built;
an Internet network (IP/MPLS) was built, which became the basis for the transit of IP traffic throughout Ukraine (80% of all Ukrainian traffic);
a 3G mobile network was built;
automated business support management systems (BSS) developed for PJSC “Ukrtelecom” (ERP, billing , CRM); production activity support (OSS); management of means of production of communication services (SDP);
the Network Management Center was created; ʼ
the most powerful Service Data Centers in Eastern Europe were built;
new services have been created – access to the Internet, television over the Internet (IPTV), telephony over the Internet (VoIP).
2001-2007
In order to strengthen the scientific component of the digitalization of Ukraine, a group of leading scientists was selected from the UIDNSSR and the Institute of Telecommunications and Global Information Space of the National Academy of Sciences of Ukraine was created on its basis (CMU Resolution No. 483 dated 05.06.2001, Resolution No. 146 of the Presidium of the National Academy of Sciences of Ukraine dated 05.30.2001) . The institute was headed by S.O. Dovgyi.
The main scientific directions of the institute:
– information and communication technologies;
– mathematical modeling and computational methods;
– environmental protection and rational nature management.
The main achievements and developments of the institute staff:
– developed new methods, algorithms and software for information transformation based on automatic and chaotic dynamic systems for digital processing, coding, preservation and effective protection of information;
– a prototype of the national system of information society indicators was developed, which takes into account the specifics of Ukraine, its society, economy, management, information and telecommunication infrastructure;
– a comprehensive standard project of the system of information and analytical support of local executive bodies was developed;
– a distributed modeling complex of the system of information and analytical support and rational nature management of national and regional executive bodies was created;
– methods and means of mobile remote monitoring of the state of human health were developed, an experimental system of telemedical information exchange was created;
– solved the problems of designing and implementing intellectual information environments for educational purposes;
– the concept of the development of the sphere of telecommunications of Ukraine and the strategy of the development of telecommunications networks in Ukraine were developed;
– developed dynamic models and methods for solving problems of seismic resistance of buildings;
– the theoretical and methodological foundations of the application of methods of remote sensing of the Earth and geographic information technologies and systems have been improved in order to solve current environmental and natural resource problems;
– created a database of natural resources in regions of intensive changes in the natural environment;
– the current state of electromagnetic pollution of the environment was studied;
– the educational portal “T. G. Shevchenko”, etc.
2007 – 2023
During this time, the team led by Academician S.O. Dovgyi completed a large number of projects , among which the following can be highlighted:
In the period from 2007 to 2011, the development of the Information and Analytical System for supporting the budget process, which was carried out by order of the Verkhovna Rada of Ukraine.
From 2018 to the present – Automated troop management system at the tactical level of the Armed Forces. A significant role in the processes of planning and management of military units is played by GIS of our own development.
From 2021, the Unified multi-zone digital radio communication system. The customer is the Ministry of Internal Affairs of Ukraine (Order of the Cabinet of Ministers of Ukraine dated December 23, 2020 No. 1618).
From 2021, an automated control system for ground control stations and receiving data from spacecraft. The customer is the State Space Agency (Decree of the Cabinet of Ministers of Ukraine dated September 29, 2021 No. 1171).
The main task is to create, on the basis of the National Center for Control and Testing of Space Vehicles, an international provider for global operators, for which the geography of networks of control stations and receiving stations will be expanded.
This project will allow Ukraine to take a leading position in the process of obtaining online remote sensing data of the Earth.
2013 – 2024
In 2013, the research laboratory of mechatronics and robotics MiRONAFT was founded, and in 2015 the laboratory already received the status of FabLab (membership of the nonprofit association of World Prototyping Laboratories). The laboratory became the first such laboratory in Odesa and the third in Ukraine (there are more than 2,100 laboratories in the world, there are only 11 such laboratories in Ukraine today, we were the first to be established at the university). Over time, the laboratory was officially recognized as the largest robotics laboratory in Ukraine (since 2016) and the largest FabLab laboratory in Europe (since 2017). Since its foundation, the laboratory has grown to 1,714 square meters and is equipped with the most modern pool of equipment, which has no analogues in Ukraine.

2023
Reform science and education in Ukraine leads to to appearance new ones organizational – legal forms scientific and educational institutions that requires essential changes mechanisms their funding , reduction volumes budgetary financing , installation more perfect of order formation state orders on carrying out scientific of research .
These trends will demand efforts of involvement additional funds and partial transition on household calculation , implementation innovative methods and modern technologies in own multifaceted work
Therefore, in 2023, on the initiative of Academician S.O. Dovgyi, by the Resolution of the Presidium of the National Academy of Sciences of Ukraine dated 13.12.2023. No. 442 and the order of the Presidium of the National Academy of Sciences of Ukraine dated February 13, 2024. No. 98, the Institute of Applied Management Systems of the National Academy of Sciences of Ukraine (hereinafter the Institute) was established.
The Institute was created as a reorganization of the Scientific and Educational Center of Applied Informatics.
The Scientific and Educational Center of Applied Informatics was founded in 1987 as the “Department of Informatics and OT” at the V.M. Hlushkov Institute of Cybernetics of the Academy of Sciences of Ukraine . In 1992, the Center was reorganized into the NUC of the National Academy of Sciences of the National Academy of Sciences of Ukraine by Resolution No. 220 of the Presidium of the National Academy of Sciences of Ukraine dated 16.07.92. The resolution of the Presidium of the National Academy of Sciences of Ukraine dated 12.07.06 determined that the scientific and methodological management of the Center is carried out by the Department of Informatics of the National Academy of Sciences of Ukraine.
In accordance with the Law of Ukraine “On Scientific and Scientific-Technical Activities” ( Article 27 , on guaranteeing a scientist an internship for the purpose of improving his qualifications every 5 years ) and the Statute, the Center performed an important function for the NAS of Ukraine: training postgraduate students, improving the qualifications of scientists of institutions and organizations of the NAS of Ukraine according to current directions of effective use of IT and Internet technologies in scientific research.
The institute is being formed on base scientific schools two organizations of Ukraine : Institute telecommunications and global informative space of the National Academy of Sciences of Ukraine and O.S. Popov Odesa National Academy of Telecommunications.
The Resolution stated that the implementation of innovative technologies, which should become the basis of Ukraine’s economic growth and strengthening of its defense capability, is one of the most important tasks of the National Academy of Sciences of Ukraine. A special place among promising innovative technologies today is occupied by control systems, robotics and additive technologies, which will be used both for the development of industry and for the needs of the Armed Forces of Ukraine.
In accordance with the approved Statute, the main tasks of the Institute are defined as: conducting fundamental and applied scientific research, scientific and innovative activities, bringing these studies to the stage of using methodological and practical recommendations, or implementing them in the real sector of the economy in the following main directions: robotic systems; automated control systems; control systems in additive technologies; scientific education.
