Elections of the director of the IACS of the NAS of Ukraine, general information
Election preparation and holding schedule
July 3, 2024 – announcement of a competition for the position of director of the IACS of the NAS of Ukraine in accordance with the resolution of the Presidium of the National Academy of Sciences of the National Academy of Sciences of Ukraine dated July 3, 2024 No. 292.
September 3 (2 months after the announcement) is the deadline for submitting documents of nominated applicants to the Informatics Department of the National Academy of Sciences of Ukraine.
September 23 is the deadline for elections.
10 calendar days before the date of the elections – publication on the website of the Institute of election programs of the candidates.
7 calendar days before the date of the election, the election commission publishes information about the date, time and place of the election on (the institute’s website, bulletin board, etc.).
1 day before the date of the elections – suspension of campaigning.
Ballots are printed 16 hours before the election date.
About the announcement of the competition for the positions of directors of scientific institutions of the National Academy of Sciences of Ukraine
On July 3, 2024, the National Academy of Sciences of Ukraine in accordance with Part 6 of Article 9 of the Law of Ukraine “On Scientific and Scientific-Technical Activities” , its Statute , and Methodological recommendations regarding the specifics of the election of the head of a state scientific institution, approved by the Resolution of the Cabinet of Ministers of Ukraine dated December 14, 2016 No. 998 ” Some issues of election and appointment of the head of a state scientific institution” announced a competition for the positions of directors of scientific institutions of the National Academy of Sciences of Ukraine: for the Department of Informatics of the National Academy of Sciences of Ukraine, the Institute of Applied Control Systems of the National Academy of Sciences of Ukraine.
According to the Statute of the National Academy of Sciences of Ukraine, the right to nominate candidates for the position of director of a scientific institution is:
- Presidium of the National Academy of Sciences of Ukraine;
- Bureau of the relevant branch of the National Academy of Sciences of Ukraine;
- members of the National Academy of Sciences of Ukraine;
- academic council of a scientific institution;
- collectives of scientific departments of a scientific institution.
A candidate for the position of director of a state scientific institution must be fluent in the state language, have a scientific degree of Doctor of Science or Doctor of Philosophy, and at least 10 years of experience in the positions of scientific workers and (or) scientific and pedagogical workers. Applicants’ documents will be accepted by the Informatics Department of the National Academy of Sciences of Ukraine within two months from the date of publication of the announcement until September 3, 2024 at the address: str. Regulations on the organizational committee and the election commission for the election of the director of the IACS of the National Academy of Sciences of Ukraine
In order to prepare and hold elections for the director of the IACS of the National Academy of Sciences of Ukraine in 2024, according to:
- “Methodical recommendations regarding the specifics of the election of the head of a state scientific institution”, approved by the resolution of the Cabinet of Ministers of Ukraine dated December 14, 2016 No. 998 “Some issues of election and appointment of the head of a state scientific institution”
- “Basic principles of the organization and activity of the scientific institution of the NAS of Ukraine“, approved by the resolution of the Presidium of the NAS of Ukraine dated September 14, 2016 No. 180
- “Recommendations regarding the organization and conduct of elections of heads of scientific institutions of the National Academy of Sciences of Ukraine“, approved by the order of the Presidium of the National Academy of Sciences of Ukraine dated January 23, 2017. No. 45
- “On the approval of the form of the secret ballot and the minutes of the meeting of the election commission for the election of the head (director) of the scientific institution of the NAS of Ukraine” , approved by order of the Presidium of the HAH of Ukraine dated March 9, 2017 No. 170

Order of the director of the institute dated 07/08/2024 No. 11
1) The Director’s Order No. 11 dated July 8, 2024 put into effect the “Regulations on the Organizational Committee and the Election Commission for Conducting Elections of the Director of the Institute of Applied Control Systems of the National Academy of Sciences of Ukraine”, approved by the Scientific Council of the IACS of the National Academy of Sciences of Ukraine in agreement with the Trade Union Committee of the IACS of the National Academy of Sciences of Ukraine.
2) The Organizational Committee for conducting elections of the director of the institute in 2024 was formed, consisting of:
– Kostiantyn Olegovicha Gabuyev, junior researcher;
– Lyubov Ivanovna Mishchenko, leading engineer;
– Alla Evgeniivna Stryjak , scientific secretary;
– Olena Oleksandrivna Vakulenko, leading engineer;
– Volodymyr Olegovich Gongalo, junior researcher.
3) The Electoral Commission for conducting elections of the director of the institute in 2024 was formed, consisting of:
– Viktor Bogdanovych Yehorov, deputy director for scientific work;
– Volodymyr Mykhailovych Kalinin, senior researcher;
– Kostyantyn Viktorovych Kurochkin, junior researcher;
– Viktor Volodymyrovych Semko, leading researcher;
– Smolanki Oleksandr Mykhailovych, senior researcher
Election program of a candidate for the position of director
Decision of the Organizing Committee from September 9, 2024
According to the decision of the election commission dated 06.09.2024 (protocol No. 2), the polling station for the election of the director of the Institute of Applied Control Systems of the National Academy of Sciences of Ukraine is located at the address: 04050, Kyiv, Shevchenkivskyi district, Yuriy Illenka street, building 63.

Elections of the director of the Institute of Applied Control Systems of the National Academy of Sciences of Ukraine
The date of the election of the director of the Institute is set for September 19, 2024.
The elections will be held at the address: 04050, Kyiv, Shevchenkivskyi district, Yuryia Illenka street, building 63.
THE ELECTION COMMISSION WILL WORK FROM 09.00 TO 15.00 INCLUSIVE.
The attendance of all full-time researchers is MANDATORY.
Each voter must carry an identity card.
On the results of the elections of the director of the Institute of Applied Control Systems of the National Academy of Sciences of Ukraine on September 19, 2024.
On September 19, 2024, the election of the director of the Institute of Applied Control Systems of the National Academy of Sciences of Ukraine was held in the premises of the conference hall at the address: 04050, Kyiv, Shevchenkivskyi district, Yuriy Illenka street, building 63, 3rd floor.
Oleg Valentinovych Kopiika, member of the correspondent of the NAS of Ukraine, was unanimously elected director of the Institute of Applied Control Systems of the NAS of Ukraine by secret ballot. Our congratulations!
